An Escaped Inmate Turned Himself In to Avoid Today’s Cold Front

Robert Vick, of Hartford, Kentucky, did not have wardrobe options like that at his disposal. That's because he had just escaped from prison. Per People:

Vick would have been dressed in prison-issued khaki pants, a shirt and a jacket when he escaped, Department of Corrections spokeswoman Lisa Lamb said. Wind chill readings were 20 below zero Monday in Lexington.  

So he did a cost-benefit analysis. Die of hypothermia or go back to the minimum-security prison he was serving time for a burglary rap. 

As temperatures dropped into the low single digits Monday, officials say [he] walked into a motel and asked the clerk to call police.  [Vick] told the clerk he wanted to turn himself in and escape the arctic air. Vick was checked out by paramedics and returned to Blackburn Correctional Complex

There is your answer to if it's too fucking cold outside. When a person would rather be in jail than outside but free, that's when it's too cold.
